It's a recipe from Dr. Joel Fuhrman's website and it's called Broccoli Vinaigrette.
When you click on the link it takes you to his recipe library so you'll have to scroll down to see it. It's under "Sample Salad Recipes". I don't have the "Dr. Fuhrman VegiZest" that it calls for so I sprinkle some Herbamare or sea salt, Cayenne Pepper, and Turmeric to taste. I also use regular yellow mustard instead of dijon.

BROCCOLI VINAIGRETTE
1 Large Head Broccoli
1/4 c. Seasoned Rice Vinegar
1 T. Dr. Fuhrman's VegiZest
2 tsp. Dijon Mustard
2 cloves Garlic, pressed or minced
Chop broccoli into bite-sized florets. Peel stems and slice
them into 1/4 inch strips. Steam florets and stems for 8 minutes, or until just
tender. While the broccoli is steaming, whisk remaining ingredients
in large bowl. Add broccoli and toss to mix.
